-- Risk off, 10-year Bund yield opens gap down and below 200dma (2.598%), support 2.57%/2.53%. United States Treasury yields approach September lows before Federal Reserve Chair Powell speech, 10-year slips to 4.015% (September low 3.988%), 2s at 3.47%. U.S./China held working-level talks on Monday. Beijing reiterates that export control measures on rare earth and other related items don't prohibit exports, threatens further retaliatory measures against U.S. curbs on the shipping sector.

-- France: Prime Minister Lecornu presents the draft budget on Tuesday, to deliver statement in parliament at 3 p.m. CET.

-- United Kingdom average earnings excluding bonuses slow to 4.7% 3-month/over/year-on-year in August. Private sector falls to 4.4%, public sector up to 6.0%. Employment +91,000 3-month/over/3-month. Unemployment rate up 0.1pp to 4.8%. Payrolled employees +25,800 in September, August revised down to -2,000.
